Department of Textile and Department of Small Industries were established with the aim of introducing the industries to the rural level. Other than that the sub objectives were to create job opportunities to the rural level and to contribute to the national income. To achieve these objectives industrial and vocational training centers were established in rural levels. Handloom, textiles, carpentry, red clay, cane, coir and light engineering industries were among this. The economical and social background at that time was directly affected for the growth of the these industries. According to the past statistics there were over 25 servants employed in each center and the income generated from those centers shown higher status. When going through the mission of the current government it is clearly visible that the government has a clear requirement of developing these rural industrial and training centers. As a result of this, number of alterations were taken place in this sector. The major alteration is the establishment of the Department of Industrial Development by integrating the Textile Department and Small Industry Department. In addition to this, the amount of allocations from the government for the production, development and training had increased. Also skilled graduates had recruited and appointed as program assistants and development assistants.
